UCR Fees Would Rise 20% for 2027, and the Rule Is Not Final
FMCSA has proposed raising Unified Carrier Registration fees about 20% for the 2027 year, taking the 0-2 truck bracket from $46 to $55. The rule was supposed to be final by September 1, 2026 so collections could start October 1, and as of August 11 the docket still holds only proposals.

The fee that every interstate operator pays once a year is set to go up about 20% for 2027, and with weeks left on the clock it is still only a proposal. For a one-truck operation the increase is nine dollars. The number is not the story. The calendar is.
What the proposal actually changes
FMCSA published the proposed rule on April 7, 2026, under docket FMCSA-2025-0655. It would raise Unified Carrier Registration fees for the 2027 registration year across all six brackets. Fees did not change for 2026, so these increases are measured against levels that have held since 2025.
- 0 to 2 vehicles — and also brokers and leasing companies — $46 to $55
- 3 to 5 vehicles — $138 to $167
- 6 to 20 vehicles — $276 to $333
- 21 to 100 vehicles — $963 to $1,163
- 101 to 1,000 vehicles — $4,592 to $5,548
- 1,001 or more — $44,836 to $54,165
The agency puts the average increase at 20%, ranging from $9 to $9,329 depending on the entity. It also makes a point worth keeping in perspective: even with the increase, 2027 fees would still sit below what carriers paid from 2019 through 2022.
Why they are raising it
The stated reason is a projected $21.79 million shortfall against the funding level the statute requires the UCR system to collect. The fee brackets are the mechanism for closing it.
The date that matters more than the fee
Here is the part an owner-operator can actually act on. The UCR Plan recommended on September 18, 2025 that FMCSA set the 2027 fees no later than September 1, 2026, specifically so that collections could open on October 1, 2026.
That deadline is three weeks out. And as of August 11, 2026, the docket contains exactly two documents, both of them proposed rules. There is no final rule.
The comment period already slipped once: it was extended from May 7 to May 26, 2026, at the request of the Small Business in Transportation Coalition, so commenters could reach the documentation behind the fee calculations.
What this means when you go to register
You pay the fee that is in force on the day you pay it. That is the whole practical consequence of a rule that has not been finalized.
- Do not budget the old number. If you are a one or two truck operation, plan for $55 rather than $46. Nine dollars will not hurt you; being surprised at renewal by a fleet-sized jump might, if you run 21 or more units.
- Watch October 1. That is the date collections were meant to open for the 2027 year.
- Check the docket before you assume. Until a final rule publishes, every figure above is a proposal, not a bill.
- Count your units the way UCR counts them. The bracket is what decides your fee, and the jump between brackets is far larger than the increase inside any one of them.
