FMCSA Warns: Stop Buying and Selling USDOT Numbers or Lose Your Authority
FMCSA issued stern warning March 14 against buying, selling or leasing USDOT numbers outside legitimate corporate transactions. Violators will face number inactivation and registration revocation.

The FMCSA (Federal Motor Carrier Safety Administration) issued a stern warning on March 14, 2026:
If you buy, sell, or lease USDOT numbers, they will inactivate your number and revoke your operating authority.
No exceptions.
What's Happening?
According to FreightWaves, the FMCSA is launching an offensive against the illegal practice of buying and selling "paper carriers" — trucking companies that only exist on paper.
The problem: an older USDOT number is perceived as more trustworthy in the freight vetting ecosystem. That's why some people pay thousands of dollars to buy an old authority, instead of the $300 it costs to get a new one.
Why Do People Buy USDOT Numbers?
There are several reasons (all illegal):
1. Appear More Established
Brokers and shippers prefer working with carriers that have years of history. A 2015 USDOT looks better than a 2026 one.
Some new carriers buy old authorities to skip initial distrust.
2. Avoid Audits and Compliance
Some companies that lost their authority due to safety violations buy a clean USDOT to keep operating under another name.
3. Evade Legal Liability
If you have lawsuits, debts, or a terrible CSA score, buying a new USDOT lets you "start fresh" without fixing your problems.
What Does the FMCSA Say?
The warning is clear:
"Engaging in the illicit practice of buying, selling, or leasing USDOT numbers and operating authorities outside of legitimate corporate transactions will lead to the inactivation of USDOT numbers and revocation of associated registrations."
Legitimate Exceptions
The FMCSA recognizes there are legitimate corporate transactions where a USDOT number changes hands:
- Complete company purchase — If you buy a real company (with assets, contracts, employees), you can keep its USDOT
- Corporate mergers — When two companies legally merge
- Legal structure change — From LLC to Corporation, for example
But if you're only buying the number without buying the real company, it's illegal.
Consequences of Buying/Selling USDOT
If you get caught:
- Immediate inactivation of your USDOT number
- Revocation of your operating authority (MC number)
- Civil fines — up to $25,000 per violation
- Possible criminal charges — if fraud is involved
- Temporary or permanent ban from operating as a carrier
How the FMCSA Catches You
The FMCSA is cross-referencing data to detect suspicious transfers:
1. Sudden Name Changes
If a 2010 USDOT suddenly changes name/address/owner without corporate justification, it raises red flags.
2. Inconsistent Usage Patterns
If a USDOT was inactive for years and suddenly starts operating under another name, the FMCSA investigates.
3. Reports from Brokers and Shippers
Many brokers report to the FMCSA when they suspect a carrier is using a purchased authority.
4. DOT Inspections
During roadside inspections, officers verify that the name on the truck matches the registered USDOT.
What You Should Do
If You're New to the Business
DO NOT buy an old USDOT. Yes, it will be tough at first to get freight because nobody knows you. But:
- Start with brokers who work with new carriers
- Build your reputation gradually
- Maintain a clean CSA score
- Offer real-time tracking and proactive communication
- In 6-12 months you'll have traction
If You Already Bought a USDOT
Consult with a transportation attorney immediately. You might qualify for "voluntary disclosure" if you get ahead before the FMCSA investigates you.
If You're Thinking About Buying One
Don't do it! The risks outweigh the benefits. Better invest that money in:
- A truck in good condition
- Adequate insurance
- Technology (ELD, telematics)
- Marketing to get clients legitimately
