Dalilah’s Law Passes Committee — Targets CDL Mills & Non-Citizen Drivers
The bill passed the House Transportation Committee. It restricts CDLs, bans foreign dispatchers, and shuts down CDL mills.
Dalilah’s Law — named after a 5-year-old girl critically injured by a semi-truck driven by an undocumented immigrant — just passed the House Committee on Transportation and Infrastructure. ⚖️
What’s in the Bill?
- 📝 English Language Proficiency (ELP) becomes an out-of-service condition — if you can’t read and speak English, you can’t drive
- 🚫 Non-domiciled CDLs restricted to US citizens or green card holders only
- 💰 12% highway funding penalty for states that don’t comply with CDL licensing rules
- 🔒 Foreign dispatch services banned, along with registration of foreign brokers
- 🏫 CDL mills shut down: self-certification of training schools ends. All must recertify within 18 months
The Political Debate
Democrats called the bill “xenophobic” and accused Republicans of “scapegoating” immigrants. Republicans fired back that English proficiency is a “commonsense” requirement for professional drivers.
Why Does This Matter?
This law comes right after FMCSA’s non-domiciled CDL rule went into effect this week, effectively removing 194,000 drivers from the system. If Dalilah’s Law passes the full House, these changes would be codified into federal law — much harder to reverse.
